If you mean the "glass" effect of the hightlights of the menus, i've made the picture file through photoshop.
i start with a transperant background layer, then i created a new layer,which is an optional layer, just use it in case you want a colour for the "glass", and play with opacity on the layer until you get what you want.
the 3rd layer its the light reflection,use the same steps used for the 2nd layer, but fill the layer using the gradient tool, usually white to background colour, with the opacity at 50>75%.
then use the eraser tool,to get that "reflection cut" effect.If you mean the top of the menu,the tab of the menus, just make a good size picture with a transperant background and save it.
Both files, i usually save them as .PNG file, don't know if JPEG works as well as PNG. Hope i've answered your question, sorry about the enourmous reply, but i tried my best to short it out. :S
